See page 273 of the SR3 Core Rules under "Legality Codes".
The number represents a target for a law enforcement trained personnel
(after successfully spotting it with a perception test, see concealability),
to recognize that something is amiss. I.E. recognize that the blade length
on the knife is longer than a person can carry legally, etc. The letter
represents what category it falls into on the legality table on page 274.
