Think of a thunderstorm or similar "foul tempered weather pattern". Now,
make the entire storm (or MOST of it anyway) completely existent in the
Astral Plane only. Instead of "physical wind", create "fluxuating
background
counts" as the eddies and currents of the astral sway too and fro...(get
it...Fro... ;-). "Lightning Strikes" are places where the force of a
magical manifestations/activity has a "force" equal too or exceeding the
"intensity" of the storm. The chances for such "Manastrikes" vary
accordingly.

At least, this is according to some ideas that Wigs and I had about 7 years
ago and is by no mean..."Canon"...
