I consider them very much like clubs. Stats for my take on them are in
another Plastic Warriors CP2020 conversion, to be precise Blackhand's
Street Weapons 2057.

Either Clubs or Whips, depending on your perception of them. I'd go with
Whips, because that skill seems to best take into account that the other
end of the weapon is not always in the same place, relative to the end you
hold onto :)

IMHO, (Str+2)M Stun.

They can. I've seen someone, who was pretty good with them, entangle
another person's wrist, mainly to show (to me) that they can be used for
more than just hitting with them. I also once disarmed someone holding a
blunt katana with some practice nunchakus (the kind with foam grips), by
hitting the blade with the cord between the two grips, and then grabbing
the free grip and pulling. Perhaps I should add that that was just about
the only time I ever used them, and I wouldn't be able to do it in a
combat situation :)
