That sounds kind of like buying cybernetic low light vision (or such)
twice. You can do it, but there is no effect- except one. If the cyber
takes damage (or you loose the power somehow) you would have a "back up".
There are some cases where you can / must buy multiple levels. Vision
magnification can be handled this way. On the other hande the "olfactory
booster" comes in levels, but "enhanced sense: smell" is just a single
"flat
cost" power.
