Tattoo magic, as I understand the lore, works because the spell is boned
to the pigmints in the skin, which is part of the body, with the pain of
the tattoo part of the bonding ritual. Not haveing the game mechanics for
tattoo magic, I would almost be willing to say that if it was braised onto
surface with thin plates of metal (most likely oricalium), so long as the
surface of the cyberlimb has tactial sensors, might work with a higher than
normal TN.
I don't own the rules for tattoo magic, so I'm going out on a limb here.
