Actually this is almost exactly what is described in MITS. Permanent BC
only comes about from places of strong emotion, like a concentration camp
or church. Places where large amounts of powerful magic can also gain BC,
like the site of the Great Ghost Dance. And there are also natural power
sites that might work for or against runners, like Stonehenge. Wuxing makes
it a point to place their buildings on sites that have strong Feng Shui, or
powersites.

Temporary BC can be created anywhere, as long as their is strong emotional
content. A murder site has a high BC, as might a wedding site (in a
non-consecrated area). Strong magic use on a small scale will give a BC for
a short amount of time, around a ritual conjuring site for example.
