It seemed to fit very well. In my campaign Clay ran a Metahuman Shelter
that doubled as a resource for his "organ donation" facility into
"curing"
metahumanity. It's not cannon, but considering the Lone Star book
describes Clay as both fanatical against his brother, and rather upset
that metahumans are being allowed into Lone Star, it seemed to work out
very nicely. I personally had him working for the Nazi's sect of Alamos
20K. Throw in some plans to re-take Lone Star, and his activities as a
patron for the PC's (before they knew his true colors), and you've got the
makings of a great large scale baddie. I can't say that any is cannon,
but I don't think Clay will be making any appearances in future
sourcebooks, so I'd say go wild.
