One thought on this. How many people in 2060 are COMPLETELY uncybered? I
can easily envision a large minority of the people having maybe a datajack,
and perhaps some cybereyes, maybe some other (legal) cyberware.
So, if this is true, then having a character with < 1 point of cyber would
still qualify in my book as a mundane.
