I'd say: introduce them in QE, so the players have seen them once, but
think it's a very rare thing. Make the UB some "really" benevolent party in
your chronicle, helping the players (or their contacts, sister, father,
whatever) a few times, and then let them find out what's behind it...
This way you'll have a double "Holy S%$#!!!"!
This is how I'm gonna do it in my new campaign.
