Subject:	Missing Ranged Called Shots

I have found there is really no point to Called Shots in SR, other than maybe
blowing out a car's tires or bypassing armor. By the rules, even for
Smartlink-2, the damage level increase just isn't worth the extra +2
modifier. Better to get more successes at a lower TN and stage up.
