This could all be done at the GM's discretion, but has to be done carefully.
Don't give a runner a high lifestyle in a bad part of town for the price of
a middle lifestyle if he doesn't get any of the Bad-Part-Of-Town drawbacks.
If a runner has a nice condo in the barrens of seattle make sure that his
condo is raided once the squatters and street-creeps find out it has all
kinds of goodies in it.
