If you look at the descriptions of the Lifestyles in the main book
you'll see stuff like "He is likely (and expected) to have a powerful
car" (Luxury), "and a luxury commuter car is at his beck and call"
(High), and "Characters also have a commuter car" (Middle).

Also, the rules for Vehicle Maintenance and Overhead from Rigger2
(p.19) say that "Riggers who maintain a Middle or higher Lifestyle
receive a discount to overhead costs, because part of these Lifestyle
levels includes owning and maintaing a vehicle." So incorporating a
vehicle into a Lifestyle isn't a new innovation to this particular
house rule, it's something that's in the original.

Why would people buy vehicles if they come with Lifestyle? Quite
simply, the main reason is that the vehicle that comes with a
Lifestyle is intimately tied with that lifestyle. The character
doesn't actually own the Lifestyle's Vehicle, he's just making
payments on it (Financing, Lease, or pay-offs to the local street
gang to keep the car thieves away...).

Should the character be unable to pay the lifestyle's monthly
payment, then the vehicle is no longer available. Just because you
could afford a Luxury Lifestyle for one month doesn't mean you get to
keep that ultra-sexy imported Italian rocket of a sports car when you
move back into the coffin motel.

A Lifestyle vehicle also has other drawbacks. If the character is
keeping a False SIN for Lifestyle purposes, then any vehicles owned
through the Lifestyle will be registered under that identity. Thus,
it'd be very very bad to use the Lifestyle vehicle for shadowrunning
purposes.
