I tossed this around, too:

Build the PC's as Delta-grade combat monsters with unlimited resources
like a meat-space analog to the MiB agents in "The Matrix." Their sole
mission is to identify, track and exterminate any Shadowrunners hired to
act against their corp's interests, assets & holdings.

Or maybe a team of enforcers in the physical world tracking down illegal
net access would merge pretty well with (and expand upon) the "Don't screw
with Ma Bell" concept presented in the "Sewer Rat" chapter in DreamChipper
(p.14).

It never took off, but I thought it would be a nice break from the standard
SR fare.
