The reason for this is that Combat Sense does more than just surprise. You
can use those Combat Pool dice for other things besides Surprise Tests and
the Sixth Sense bonus dice are only for Surprise tests. Since Combat Pool
only refreshes on Initiative and not on each pass, it's more valuable now.
But if I had to pick from your choices, I'd go with Combat Sense is too
weak. It is rather expensive and it doesn't really accomplish what it is
suppose to. Combat Sense (and Sixth Sense) work great in a story or
something but in game terms just increasing your combat pool or rolling
dice for surprise doesn't actually cover it.
