As for the "power" held by the noble born, I would think that there is
a large number of nobles who don't hold any real power except maybe
locally (their home town or region).

Here's some logic for you.

Viking -> Norse
Norman -> Viking
Norman v Ship -> William the Conqueror

I hope I got the symbols right. It's been years since I did logic. :)

Anyway, the point is that the Normans who conquered England and make up
a good percentage of the people AND A HIGH PERCENTAGE OF THE NOBILITY
were originally Vikings - who are Norse people.

IOW, a British giant amongst the aristocracy makes PERFECT sense.
