I a firm believer that a flaw that has no effect on the character is
not a flaw at all. You there is not cyberware in the individual or the
ever looming threat that cyberware will be the only way to treat injuries
then there is no drawback. With the high number of players taking this
flaw it doesn't seem that they are afraid of ever dealing with these
situations. So in essence the players are getting something for nothing.
That is something ol' MC23 frowns on.
