The fire control parts are (semi-) regulated, the barrels and such not at
all. Most such guns exist in a semi-auto/legal variant. Parts for such are
widely available.
Pick up an issue of Shotgun News, you can order any AR barrels you want,
complete G-3 kits, FN-FAL kits, etc.

Do all barrels wear out?, no, CAN barrles wear out?

As opposed to finding you with a case of illegal weapons?
A barrel is not a weapon, it is not illegal. 1 count of possessing an illegal
weapon is different than 20 counts of same.
