Now I'll be the first to admit I'm not an expert on this but here's my take:
Thought 1. An AntiVehicle Rocket (what I'm figuring AVR stands for) was
designed for Military purposes and used to facing armor FAR heavier than
that found in your Average Limo even an armored limo.

Thought 2. If you were going to fire a rocket at a vheicle in a city at a
street light (aka, lots of witnesses) from far enough away that there would
be a reasonable chance that you might get away with it, the rocket would
have plenty of time to come up to speed. Now I'm not sure of how fast these
things travel so I'm going to assume that they can Haul a substantial amount
of Tukus.

Thought 3. If the AVR hit the door or a window at speed, chances are it
would punch through the car and explode just outside on the way out because
there is substantial less armor than the rocket was designed to penetrate.
Thus the limos armor would act like it was supposed to and step down the
explosion and the folks inside (while surprised, would be able to resist
just the explosion damage). The explosion would be what would total the
car. Suppose the rocket hit the engine. All that metal would stop the
rocket and center the explosion on the front part of the car which probably
would cause the car to explode. Or if the Kookaburra was shooting from
above at an angle, the rocket would go through the roof or a window and
punch through the floor and explode off the street which would cause the car
to explode. In any case, I dont think that the successes would matter
unless the Kookaburra was trying to shoot someone through the window. In
which case the rocket would punch through the car and the poor bastard of a
target and explode outside. The real damage would come from the coming
explosion and not the accuracy of the shot.
