Last I looked, it did cover physical damage. From stun overflow (or
whatever you want to label it), and that makes sense. If you smack
someone, they (usually) don't need to go to a doctor. They might end up
with a bruise or something, but nothing major...unless you try something
major (like slamming down on their knee), but those manuvers are rarely
supported by an RPG system because of the hassle (and munchkinability).
