In game terms, Encephalon gives a bonus to Intelligence and certain
Intelligence-related skills.
The encephalon "permits the brain to access all internal memory stores and
functions," helps manage skillsofts, and allows the user to multi-task(whatever that
means)
Math SPUs let the user perform math function without conscious thought (and have a
full-featured chronometer/clock, to boot). Game feature: give bonuses to Technical &
Science skill.
