I've done something similar to that and I think it works, but it was in
SR2 and I haven't used it in an SR3 game. Basically, it only effects
physads/adepts with the improved skill power.

I think that merely giving an additional die doesn't represent the
power well enough. I see the magic as giving the adept the ability to
perform INCREDIBLE feats. How are difficult feats represented? By a
higher target number. So what I did was reduce the target number for an
action by an adept with a high amount of improved skill power/s. This
lets them do the somersaulting between someone's legs and attacking
them from behind, or shooting the cigarette out of someone's mouth-type
tricks and actually have a decent chance of succeeding.

Basically the effect is this: having more than one die of improved
skill lowers the target number of any test of the appropriate skill on
a sliding scale. 2 dice gives you a -1 to the target number. 3
additional dice (5 total) gives you a net -2. 4 more dice (9 total)
gives you a -3. And so on.

I think it's fair (in SR2), because, IMO, SR2 physads were hard done
by.

I don't know if it'll be unbalancing in SR3, though. I suspect it
wouldn't. Very few characters will ever have more than 3 or 4 improved
skill dice in a single skill.
