Well yes I generally agree a moon based prison is a bit on the
expensive side but there are alternatives. Isn't there meant to be at
least one corp owned moonbase at this time? (I can't remember
right now who actually owns it though) and arn't all the corps still
trying to research the effects of magic use in space.

So why not have the corp take the burden of the magical offender
off the governments hands if they agree to keep the mage out of
trouble. Then ferry the mage (one way) to a space station or to the
moon base and use him as a guineia (sp?) pig in the research or
threaten the mage or just impresson him. Since the corp has
control of the prisinor there would be no need to allow for family
visits or anything humane like that. And what since you already
fully staffing some of these space stations it now only one more
mouth to feed (and two more lungs to breath)
