Well, let's compare:

Compared to the Thunderbolt, the Guardian is more concealable, weighs
more, has an easier Availability T#, a shorter Availability time, is
100¥ cheaper, comes with integral smartgun, and has a lower street
index. Plus, the Thunderbolt has a strong reputation as a cop gun,
and will get some extra-special attention of Lone Star if you're
packing it. The Thunderbolt has a very distinctive sound when it
fires, immediately recognizable by anyone familiar with the weapon.

The big difference comes with the fact that the Guardian can be fired
in Semi-Auto or Burst Fire modes, while the Thunderbolt can only be
fired in it's specialized Burst Fire mode. Normally a Burst Fire only
gun wouldn't seem too useful, but the Thunderbolt's Burst fire is
special. No recoil mod for the first burst, and +4 for the second.
Compared to the +2 mod for Guardian's first burst, and +5 for the
second, it's an easier gun to fire.

12S with no recoil penalty on the first trigger pull is impressive
for a pistol. If you only fire one shot per turn (and at a base
damage of 12S, one shot might be all you need), then you've got a
hand cannon that packs immense stopping power for a minimum kick.
