The reason the Thunderbolt is able to fire 2, is that Burst is its only mode. It
is as well a police weapon. This gives them quite an edge, since every other
pistol with burst fire can blast off a single burst as complex action.
How it works, is the Thunderbolt fires the 3 rounds in more rapid succession
than any other, IMO.
