That's still no real reason for limiting the Guardian to one burst, while
giving the Thunderbolt two per combat phase.

Nope. The Beretta 200ST (a light pistol) has that same limitation, but the
Ares Crusader MP does not, nor does the Ceska Black Scorpion. The Fichetti
Executive Action also can fire a burst in a Simple Action, and though the
text doesn't explcitly mention it, it seems to use much the same rules as
the Ruger Thunderbolt -- i.e. the firts burst doesn't suffer from recoil
due to the high rate of fire.

That's precisely what it says in the description. Although 1,500 rounds
per second is just _slightly_ higher than feasible... :)
