How about from Ruger's factory? According to LS, their contract with the
Star allows them to produce the gun from mid-2055 onward for commercial
sales... In 5+ years, a lot of guns will have been sold to all kinds of
security forces, if only to test them and see if it's worth re-equipping
with this new (type of) weapon.

Which just makes the Thunderbolt a poor choice of weapon. Four shots, most
of which are likely to miss (given a typical cop in a typical, inner-city
gunfight), and so Lone Star officers will spend a large amount of their
time reloading their weapons when they could be shooting back at the
perps...

I'm afraid not, unless you want to have a house rule that says so. Anyway,
what's the problem? Even in a burst, it only increases the final Power
Level by 1 -- it's not as if it's +1 per bullet fired.
