I don't think there would be any laws against astral perception.
As for using it to see what a person has on them that is of course an
obvious tactic to use for a security mage.
I can't see any laws on fetishes unless you can tell exactly what spell
it's for and that spell is illegal to know or use.
Foci I would say depend on the spell.
The simple rule of >= force 3 can be applied. There is then the same issue
that goes when you are carrying a gun in a AAA region. Legal or not, you are
asking to have yourself get pulled over for questioning.
Common sense can work here. If you're wandering around using Force 1 Trid
Entertainment all you might get is a ticket for 'busking in public without a
license' if such a law exists in the area...
But if you're walking around with a force 29 Greater Blood Spirit on
attendance in astral space someone's going to have questions (if they have
the guts to ask... :) ).
Fill in the middle ground where appropriate...
