I think it all depends on the kind of chip. See below...

Exactly right.

Everyone recall the name "Kong chips"? Cheap imported BTLs from Hong
Kong being sold in Seattle by the Triads in competition with the Yakuza
and Mafia. Nowhere near as reliable...

...but quite a bit cheaper, which makes them more attractive to those
who need the hit, but don't have the money and don't care about the
consequences.

Apart from those and the experimental types (2XS etc.), no other grades
of BTLs have been described in SR products (I'm not counting Cal Hots
as BTLs for this purpose), but it makes a lot of sense to compare them
to drugs and I think that's the general idea:

California Hots = marijuana and other recreational drugs. Give you a
bit of a high (nothing compared to the hard-core drugs/beetles), but
are quite safe.

BTLs = "standard", reasonably safe drugs, like heroine or cocaine.
You'll burn out if you get a bad chip or OD, but under controlled
conditions you should be all right. Costs more, is more addictive,
gives you a better high.

Kong chips = "non-certified" drugs. The kind of crap you pick up on
street corners from whoever's selling. Guaranteed to crap you out
sooner or later, but it's still a good high.

2XS and other such weird stuff = "designer" drugs. Expensive, but WAY
exciting. Could be safer than usual. Could be the last thing you ever
use.

Well, I'm not a drug-taker myself, so I'm not sure how close my above
definitions are, but I think you guys'll get the picture.
