Well on a certain level the effects of the UN embargo of Iraq, though
no where near perfect, has caused some serious problems for the Iraqi
citizens. However, some of the blame for that lands on Saddam, since
he's reputedly not using the funds from his oil sells to actually buy
medical supplies and food for his people. I'm not sure if thats what
Cybertroll meant, but it is "economic war" of sorts.
