This is my collection of house rules, among them being a rule that
addresses this exact type of situation. While the rules were written for
SR2, they are equally applicable for SR3 (and can even be easily modified
to handle SR3's "Open Test" Stealth mechanics). And yes, they are based
on common sense. Take a look and let me know what you think.
