Ah, now I see what you're getting at. I would view that as part
of one's camouflage (i.e. as part of the modifier to Perception Tests).
If you want to determine whether or not a character can correctly apply
camouflage paint to his or her face or other exposed skin, have them make
a Stealth (appropriate environment) test at TN 4 (because the principles
of its application are pretty basic). Maybe give a modifier if the
character doesn't have access to a mirror, but that's about it.
As to what bonus it provides, I'd give camouflage pigment an
additional +1 or maybe +2 over and above the bonuses conferred by the
character's clothing.
This is an off-the-cuff rule, but I think it will handle what
you're trying to do in a relatively easy and straightforward manner.
