Just take a pic of everyone's retina at birth and put it into a database.
Create a program that converts the retina picture into a SIN (since retinas
are more varied than finger prints everyone will have a different number).

The powers that be have already assigned us a variety of identifying
characteristics unique to each person (finger print, retina, DNA, to name a
few) that don't vary over time (or vary predictably). One just has to
start using (or refrain from using) them.
