Aztlan is the badguy because that is how the FASA staff way back whenever
decided to make it. The only real problem with this, is that is a static
concept. In the "Real World", it might not remain so, but in the time/story
line of Shadowrun, it remains.

Aztlan is, almost certainly, the place in North America with the most intense
development of historically advanced culture, myth, and pre-USA dominance.
The history includes topics which by today's standards, would be taboo (Blood
Magic and/or Human Sacrifice being at the top of this priority).
Additionally, and this thought is IMO incongruous/inconsistence with the
"history" of Shadowrun, Aztlan (Mexico) has the *really* large population
standards (Mexico City again being the central concept behind this).

Personally, I think Aztlan deserves a break and indeed, we've done more than
our fair share of things with regards to "Aztlan the Badguy". Essentially,
it all comes down to how a particular group wants to "play out" the position
of the various forces in their game world.
