I think it's the matter of the Gm to introduce players in the plot...
If ever the player is not involved, he will have no fun to play...
however, the player has not to be too difficult...
But in you'r case, the player had a nice idea of his character, and you
seem to agree with him... so lets wokr out something...
I dont know you'r plot, and it will be much helpful if you can help us
with it... but...
* He could be a contact of the former military... or even an old
friend...
* He could just happen to be there, bad time, bad place...
* He could be in search of a job...
* His new girlfriend could be involved in the plot...
