If he doesn't want to play a shadowrunner, then he shouldn't be playing
Shadowrun. That is the whole point of the game after all. If the one
player doesn't want to play Shadowrun then your choices boil down to
playing Shadowrun with the two other players, or playing something else
that everyone wants to play.

Now, if you mispoke and the player wants to play shadowrun but the _PC_
doesn't want to be a shadowrunner, then it's easy :)

The character trains some paranormal critters for a corporation. The
critters end up killing a corporate VP. Lone Star arrests the PC for
the murder of the VP. They have evidence that gives the PC a motive.
Expert witnesses say that the manner in which the critters killed the
VP would require training. I.e., the PC has been framed.

Mr. Johnson has allready hired the two other characters. However, he
needs someone with knowledge of paranormal critters for the job (the
target has critters for security). He reads the story about the PC
who's been charged for murder. He goes down to the jail to meet the PC
and offers to get him out of jail if he'll do this one little job for
Mr. Johnson.

There are several variations on that theme. Basically an event happens
that has someone after the PC and he has to go into the shadows to
hide. A Johnson hears about him and offers him a job.

It's pretty easy for the GM to turn a non-shadowrunner PC into a
shadowrunner PC <EGMG>
