I've run about 3 or 4 campaigns for 2 players, but never for 1. The
first time, I had a pair of Excellent players so I let them become
vampires. Well actually it was offered to the street sam, and then he
role-played convincing his partner into it. 45 minutes of pure
role-play, no dice, extremely little GM involvement, very refreshing.
I'd say if the players are excellent, let them run in a game with a
little more power. If they are average players, then give 'em a
little extra edge. As far as types of runs, anything that uses a team
of two (X-files, most cop shows, and a large number of action movies
are good examples) can be used for inspiration. Good roleplay can
probably be achieved if the two characters are of two rather distinct
idealogies, again as in X-Files or Conspiracy Theory (the movie with
Mel).
