I've run a small group (2-3 players) quite a few times. You as the GM
just have to scale down the number of opponents in the combat
encounters (or make them weaker).

When it comes to running one player turn the planned combat encounters
into roleplaying encounters, or "barfights" (a free for all where the
PC isn't really the primary target).

Alternatively, if your players are really good roleplayers you can let
them play two characters apiece. However, I'd recommend asking them to
run one of their characters as thier primary character, and run the
second one as the back up (or muscle if you prefer :).

Either way, the number of players shouldn't affect the roleplaying
aspect of the game or their ability to complete the adventure. If the
adventure requires a skill which the PC doesn't have (like Decking)
provide them with an NPC contact which can do it for them (for a small
fee of course :)
