Yes, I've run a couple of campaigns that involve just 2 or 3 PC's.
I almost like them better, because it gives me a chance to put more time
into fleshing out each character's contacts (my players have this habit of
taking like 20 contacts each, so you can see how this can be draining).
The last one like this that I ran was a mob campaign, in which the players
were bottom feeders in the mafia food-chain, and were trying to work their
way up. It worked out really well, and I spent a lot of time developing
the "family" structure and the internecine politics that went on both
within and between the families. The players loved it.
