Yeah, It would. We haven't had both (grimoire rules and SR3 rules) in
the same game yet, so it hasn't come up.
The change to sustaining foci WAS intended to tone down those easily
sutained spells, but a force 4 sutaining focus doesn't seem as powerful /
"unbalanced" as a force 4 power focus.

Maybe divide the force of Sustaining Foci by 3 for "addiction"
purposes, since a spell lock "becomes" a force 3 sustaining Focus?
I think some factor for the bonding cost of a focus could go into how
"addictive" it is, but that would make the (presently simple) rules pretty
complicated.
