My guess of the best initiative would be a dark

autoinjector with
kamikaze(+1Q,+1D6),jazz(+2Q,+1D6),novacoke(+1Q) and
cram(+1R,+1D6) and at the end the edge bonus atribute

This would result in a character with 27+8D6.
(And if you get lucky in the surgery tests,
through in a adrenal pump 2(+4R) and you get
31+8D6!!!!)
