Well, they can buy the software from a fixer, or a deckmeister. As for
the deck, well...if they can buy the programs and they want to pick up a
deck from Radio Shack and get to work hacking Aztech...no problem!

I will, however, let them make an intelligence roll to remember little
details...like "Oh, hey...that's right. These stock decks are really easy
to trace. I should modify it first."

If they go ahead and do it anyway, I'll make sure to take careful
notes, write the whole thing up and send it to CLUE. I'm more than willing
to suggest that "Hey, dude, that could be a bad idea", but it ain't my job
to keep them from doing the inane if they're determined...
