IQ is a percentage equal to mental age over actual age, it is slightly
skewed at the low end of the scale (because the person will learn to care
for themselves rather than learn (for example) word association.) If I
remember rightly 30 is the split between "idiot" and the higher one (I
cannot remember the category names for the life of me but I think idiot is
right.) so it isn't a bad level for the really low int scores. Think about
it, average character age in shadowrun? maybe 24? (it makes the maths easy
if nothing else.) That makes your int 1 troll equivalent in learning
potential to an 8 year old of average intelligence, now I don't know any
eight year olds who are incapable of keeping themselves clean (unwilling
maybe.) and most of the ones I know would have a "Pokémon" know skill of
at
least 4 plus basic stuff like "get by at school" at 2 or 3.

I may be off the mark but I'd say that Int 1 is VERY low.
