My point is, somebody with a 90 IQ would be average enough to merit an
intellegence of 3, because they are probably "average" in terms of what
Shadowrun INT=3 represents. You also have the scale set so that a 4 int
represents an IQ of 120-130, which is a pretty small population. I figure
there would be a lot of INT 4 npc's.

"Average" includes a huge range of human stupidity. Ov course, so does
"genieus"...
