Nah, 2% of the world's population (approximately) have an IQ of 140 or
greater. The other side of the coin is that 2% of the worlds population have
IQs of less than 60.

An IQ of 100 is set as the global average (which means that it is possible
for particular countries to have lower or higher averages). This is because
IQ is (calculated as) the relationship between mental age and physical age,
therefore an average person will always have an IQ of 100 ie will have a
mental age exactly equal to their physical age. What the expected level of
"intelligence" is for any particular age does change however, for example
1000 years ago only monks and scribes were expected to be able to read or
write. A written IQ test given then would have been pointless, now children
are taught to read and write at an early age and vocabulary is a good
indication of mental age.

Yes the thing that an IQ test really tests is a subject's ability to
correctly fill in an IQ test but assuming the subject has no prior knowlege
it also provides a reasonable indication on "Intelligence" or learning
potential (although learning is more accurate.
