To define according to the scale I'm most used to the gifted program in my
school district was for (IQ not being the entirety of course) IQs of 120+
and not without a number of rather unintelligent students. Largely it
consisted of the upper portions of the school regarding intelligence
however and I find that for whatever reason most of my friends were in or
declined to enter the program.

Looking over it again I might decrease the scores in order to better deal
with racial min./max. (100 =3, 200), maybe fudge it a bit and make it a
15 point increase.
