Call it a different name by all means but I would say that is IS blood magic
and simply shows an aspect of blood magic not covered by the rules rather
than a contradiction of the "spirit of the rules" (I wonder if one of those
exists...)
more importantly it emphasises the "shades of grey" tone of the game; if
blood magic (recognisable even if it goes by another name) can be "good" it
forces the players to look at why they're fighting it.
The street Samurai will immediately respond that it's the murder they object
to, the killing of innocents for nothing but power. Watch the player stammer
and stumble (unless he's seriously quickthinking) when you ask how that
differs from the 17 police officers he killed for no better reason than they
were in his way, (perhaps trying to stop him reaching the extraction subect
he was after (probably named Sarah Connah)).
