Subject: Signal locator rating

Looking at signal locators just now, I'm wondering what the rating of these
things is actually used for. That tracking signals have a rating, I can
understand -- they broadcast their location, and so need a Flux rating. AOD
signal locators would also need a rating, in order to broadcast that their
AOD tracking signals should start transmitting, but I'm wondering why
standard signal locators need a rating. Does anyone know?
