I agree that a JIM suit is designed as a deep water
dive suit. If you check out the rules in Rigger2 or
Rigger3 you will see that when rigged it gives the
rigger certain advantages whether in the water or on
land. It has 6 points of vehicle armour and a minimum
STR of 7. Regular people using the suit lose dice
from their combat pool. Riggers gain access to their
control pool. In essence it functions for a rigger
like a vehicle in itself. Either way it would operate
exceptionally well in a vehicle as an armoured rigger
cacoon with little or no modification. And I've never
seen a deepwater dive suit without legs. If you have
a reference that says a JIM suit has something other
than legs I would very much appreciate if you could
post it.
