The nt/INSTALL file that came with my copy of Emacs, which covers building
and installing Emacs under Windows, suggests there's a Windows port of GNU
make. I didn't try it myself, as I simply downloaded the pre-compiled
binary of Emacs for Windows, but it definitely looks like there _is_ a
port.

I'm not saying it's practical to use something like that; I'm saying this
is a way to do it -- which is what was asked :)
