The spell's Force is too low to affect the vehicle. Elemental
manipulation spells such as Lightning Ball affect vehicles in the same
way that non anti-vehicle weapons do. Stage the Damage Level down
one, halve the Power of the attack. If this number doesn't exceed the
Armor rating of the vehicle, the attack can't affect the vehicle.

In this case, the Power is the spell's Force. Half of eight is four,
which is less than twelve. Lots of pretty sparks, but no damage to
the vehicle or anyone inside.
